A raw inquiry count can make a UAE supplier feel busy while hiding the work that sales can actually pursue. A form may contain a genuine buyer, a job seeker, a reseller, a request outside the service area, and the same person twice. Lead qualification is the short review that separates those cases using consistent fields instead of intuition.
This exercise uses 40 clearly fictional inquiries. The sample supplier serves job sites in all seven UAE emirates, but it does not serve sites outside the UAE. It sells commercial fit-out and maintenance work to organizations, not recruitment, supplier pitches, or consumer jobs. Your rules can differ, but write them before scoring a form.
Start with service need, job site, and buying intent
A useful first pass asks three questions: Is the request for the offered service? Is the work site inside the service area? Does the message show a business need and a plausible buying timeline? A registered office in Dubai does not automatically make a lead local if the job site is in Doha, while an Abu Dhabi registered company can be a good lead for a Dubai site.
The answer key uses four outcomes: qualified means service, UAE site, and business need fit; disqualified means a stated rule fails; pending means a required fact needs clarification; duplicate means the inquiry repeats an earlier contact.
The 40 fictional inquiries
The table lets you review the evidence before reading the answer key. The fit and next-action columns are suggested notes, not verified decisions.
Registered emirate identifies the company address. Job site emirate identifies where work is needed. The next action is a proposed response, not proof that a sale will happen.
For a UAE-focused campaign, UAE B2B traffic for business inquiries can support a measurement plan that records requested service and job site before a sales response is counted. The traffic source does not qualify the inquiry by itself. Your form and review sheet still need the same rules for every contact.

The result is 26 qualified inquiries, 10 disqualified inquiries, 1 pending inquiry, and 3 duplicates. The arithmetic is 26 + 10 + 1 + 3 = 40. If the supplier paid AED 2,400 for this illustrative batch, cost per qualified inquiry is AED 2,400 / 26 = AED 92.31, rounded to two decimals. Counting duplicates as qualified would show AED 82.76, but that hides repeated demand.
Turn the exercise into a repeatable review
A worksheet becomes useful when every row has one owner, one status, and one reason. You may want to download the UAE B2B lead qualification CSV worksheet and preserve the original inquiry ID when merging duplicates. The rows are fictional, so replace them with first-party records and avoid unnecessary personal data.
You can use these checks in a weekly report:
Qualified rate = qualified inquiries / total inquiries
Deduplicated qualified rate = qualified inquiries / (total inquiries - duplicates)
Cost per qualified inquiry (AED) = spend in AED / qualified inquiries
For this exercise, qualified rate is 26 / 40 = 65.00%. Deduplicated qualified rate is 26 / 37 = 70.27%, rounded to two decimals. A high count with blank job sites signals a form-quality issue. A rise in seller pitches can signal a broad audience or unclear service description.

Keep qualification useful and respectful
Qualification should reduce wasted follow-up, not become a reason to collect every detail about a person. The UAE government describes a federal personal-data framework and controls around processing, confidentiality, correction, restriction, and cross-border sharing. It helps to treat the form as a controlled business record, explain why fields are collected, limit access, and confirm the applicable rule for your emirate, free zone, sector, and communication channel.
A licence or trade name can be checked through official UAE channels when verification is relevant, but a licence check is not a buying signal. It can support a business-fit review; it cannot replace a stated need, site, decision role, or timeline. A practical step is to keep those checks separate so a legitimate small business is not rejected because its registered address differs from its work site.
You may want to apply the same written rules, retain the reason for each decision, remove duplicates from reporting, and send unclear cases to clarification instead of forcing a yes or no. That process gives sales a shorter list with visible evidence and gives marketing a clearer view of inquiry quality.
